An accused hit-and-run driver who police say fled the scene of an accident in Manchester last night appeared in court Friday.

One of the teens hit was seriously injured. Fox CT’s John Charlton talked with witnesses, who describe a bizarre scene.

Robert Tupper was arraigned today and the prosecutor called what police say the 55-year old did last night “egregious.”

Tupper is accused of hitting the two kids, taking off, and then returning – not to accept responsibility and help – but basically to taunt.

Zulma DeJesus said she needed to rake leaves to get her mind off of what she saw.

“Just blood everywhere, the little boy was unconcious, but we woke him up,” she said.

Tupper faces several serious charges including second-degree assault, reckless endangerment and evading responsibility resulting in death or serious injury.

The judge set his bond at $100,000 and May 30 for his next court date.
