Hartford Magazine took on the task of gathering information on more than three dozen factors, such as school test scores, crime rate, property taxes, median home price, voter turnout, and the number of retail establishments. The magazine then came up with 12 categories, representing different measurements of desirability and made a top towns list for small, medium and large towns.
