WILLIMANTIC — A 29-year-old man has been charged with first-degree assault in connection with the death of a 3-year-old girl.
Carroll L. Bumgarner-Ramos, of 11 Potter St., also faces charges of risk of injury to a minor and committing an offense while out on release, state police said.
Police and firefighters were called to the house for an unresponsive child at 10:38 p.m. Thursday. The child was taken to Windham Community Memorial Hospital, where she was pronounced dead.
Willimantic police were notified and responded to the home. The child was to be transported to the state medical examiner’s office in Farmington.
