KILLINGLY — A man accused in connection with the death of a 3-year-old was held with bail set at $1 million after his arraignment in Superior Court in Danielson on Monday.

Carroll Bumgarner-Ramos, 29, faces charges of first-degree assault and risk of injury to a minor, but other charges could be filed once the child’s cause of death is determined, a prosecutor said.

Police and firefighters were called to 11 Potter St. in Willimantic on Thursday for a report of an unresponsive child at 10:38 p.m. The child was taken to Windham Community Memorial Hospital, where she was pronounced dead.

Willimantic police were notified and responded to the home. The child was to be transported to the state medical examiner’s office in Farmington.

The prosecutor, Trish Froelich, said photos of the body show “indescribable atrocities committed against a little child.”

“There are multiple traumatic injuries to that little baby,” she said.

She said she will likely seek a homicide charge, although she doesn’t know whether she’ll charge capital felony, murder or manslaughter.

Additional people may be charged, she said.

The case was continued to July 19.
