December 15 is the cutoff date if you would like to be covered starting January 1. Open enrollment has been extended from March 31 to April 15 because of the issues with the Federal Exchange. But of course, we urge people to sign up sooner than later because of course, you want to be covered.
If you have a medical crisis and qualify for medicaid expansion, you might be able to bill that emergency retroactively, but not with insurance coverage.
