Of the states that have their own healthcare exchange, only Connecticut has opened retail stores to assist in rolling out the Affordable Care Act. Friday, Access Health CT held the grand opening for its second store – at 55 Church Street in New Haven. The New Britain store opened about a month ago.

 

Kevin Counihan, CEO of Access Health CT, says the stores each enroll roughly 50 people per day. U.S. Sen. Chris Murphy (D-Connecticut) said when he was at the New Britain store recently, a line of people stretched out the door.

 

Access Health CT has registered roughly 35,000 individuals for health care. And 30 percent of that number is people under the age of 35. That is significant because the goal of Obamacare is to register as many young people as possible to balance out the risk pool.

 

Even if the numbers of younger enrollees are lower than projected, the federal government, for the next three years, provides substantial risk protection for health plans in the form of reinsurance and risk adjustment.  So, there actually is a safety net for health plans to help ameliorate potential risk selection.

 

Congresswoman Rosa DiLauro (D-Connecticut), who attended the New Haven store opening, says the Affordable Care Act is the proudest vote in the 23 years she has served in the House of Representatives.
