Police: Dad Arrested After Toddler Causes Traffic Accident

WEST HARTFORD — Police arrested a man after his 2-year old child caused a minor traffic accident Saturday afternoon.

West Hartford police were responding to a complaint of a motor vehicle accident at 140 Kane St. at about 4:50 p.m., where they determined that the 2-year-old was left in a running car and managed to put the transmission into drive. The vehicle struck two parked cars, causing minor damage. The child was not injured, police said.

The child’s father, Oscar Chicas, 33, was located a nearby working on a disabled vehicle with his brother, police said. Chicas was arrested and charged with risk of injury, police said. He was held on $15,000 bond.

West Hartford police said they also contacted Immigration Customs Enforcement officials because Chicas had only a passport for identification.

The state Department of Children and Families was also notified. The child was left with her uncle, who was also on the scene, police said.

    Something like this happened to my parent's car over 15 years ago. A man left his kids in his idling van while he shopped inside the same store my parents were shopping in. My parents left the store an into the parking lot to find a van on top of the hood of their car! Apparently the 2 year old had put the van into gear. However, one wonders if one of the older children in the van actually did it and blamed it on the baby. I say this because the father seemed to abdicate responsibility, and his children may have learned it from him. His first reaction to my parents upon finding his van on top of their car was, "the baby did it!" as if that made it not his fault. I don't think he was arrested for endangering his children, it was a different time. He certainly came across as a real loser.

    Must have been a tall toddler to reach the brake and to shift the car into gear. Send the illegal alien back to his country.

    Keep letting them in, first a car next week a person. There was a time when they sent these aliens back. Now they get special treatment for a vote.
