A meeting is scheduled Thursday night, in the next step of the Hartford ballpark development plan.

Mayor Pedro Segarra is calling for the special meeting to present recommendations for the development of a committee made up of city leaders.

He has asked the chief of police, city clerk, chief operating officer and the corporation counsel to attend the meeting.

Outlined by the Mayor are several proposals on developing the Rock Cats new Double-A minor league Baseball stadium.

One is a resolution authorizing the transfer of 19 properties for $1 per parcel to the developer of the downtown north neighborhood, which was chosen as DoNo Hartford.

The mayor is also seeking approval to lease the park back from DoNo Hartford for 25 years and to sublease the park to Connecticut Double Play for 25 years.

Connecticut Double Play will rent the facility for $500,000 for the first 15 years and $600,000 for the second 10 years.

Part of this plan is to create a mixed-use neighborhood of the downtown area. The development would include not only a stadium but retail and housing units.

The proposal has generated controversy with some residents objecting to the city funding the development through bonds, since that time, the city has announced plans to seek private sector funding.

Many residents feel though they have had little say on the development of the stadium and they plan on attending that meeting Thursday evening in council chambers at 6 p.m.
