On April 16 two cars crashed on Burnside Avenue in East Hartford, and Carlos Hernandez, 8, who was walking home from the park, was hit with one of the cars. He died the following day from his injuries.
On Wednesday, Joel Oviedo-Garcia was arraigned in Manchester court. He was arrested on May 29, and was charged with negligent homicide and traveling too fast for conditions. He was released on $20,000 bond and is next due in court on July 27.
This was not the first fatal accident on that street. In 2011, two bicyclists were killed in crashes just months apart.
