SOUTH WINDSOR–Police have made an arrest after complaints that a man was filming up the skirts of women at Buckland Hills Mall.

In July 2015 a complaint was made by store security officers, who had video of the man filming up the skirts.

The surveillance footage showed him putting his cell phone in a shopping basket, then walking up behind women and positioning the basket so it would point up their skirts. Other footage showed the car he was driving, which helped lead officers to catching him.

On Thursday, police arrested Peter Krystofalski, 25, of Ellington. When interviewed, he confessed to the crimes.

Krystofalski was charged him with voyeuristic recording of antoher person and breach of peace. He was released on a $20,000 bond and is due in court September 17.
