STAMFORD — Police have arrested a mother and father after their child was found living in deplorable conditions.
On September 28, Stamford Police responded to a home on Myrtle Avenue for a medical call. They found a woman who was severely dehydrated and malnourished, and she was caring for a 14-month-old boy.
The woman, Marina Vouk, 27, needed to be taken to the hospital for treatment, and stayed at the hospital for eight days to be treated for several medical conditions. When she was released on Tuesday, she was charged with risk of injury to a minor and released on a promise to appear in court.
When officers arrived at the apartment on September 28 for the medical call, they found it in total disarray, with empty liquor bottles and garbage strewn throughout, causing a foul smell.
There was also fecal matter and an insect infestation in the baby’s crib.
During investigation, police determined that father also lived at that location. Earlier in evening, police responded to Shippan Avenue for reports that a man was passed out on the sidewalk. They found Igor Kotsopey, 41, passed out from alcohol. He was identified as the baby’s father, and it was determined that he lived at the Myrtle Avenue apartment as well.
Kotsopey was taken to hospital for seven days for treatment and released on Monday, at which point he was arrested and charged with risk of injury. He was held on a $25,000 bond.
Police notified the Department of Children and Families, and the child was taken into foster care. Also, the Stamford Health Department was notified and inspected home.
In a press release from Stamford Police Capt. Richard Conklin and Lt. Diedrich Hohn, they said, “This was one of the worse neglect cases this unit has seen and we hope the parents get the proper care and counseling needed to care for a child. “
