GROTON — The Navy submarine base in Groton is welcoming a new commanding officer.

Navy Capt. Paul Whitescarver is assuming command at the base during a ceremony Monday.

Whitescarver will replace Capt. Carl Lahti, who has served since May 2013 as the officer in charge of the base that is the primary East Coast homeport for Navy attack submarines. Lahti is being assigned to a new role with the Undersea Warfighting Development Center on the base.

Whitescarver is a native of Roanoke, Virginia, who served most recently at the Atlantic submarine fleet headquarters in Virginia. He previously commanded the attack submarine USS Scranton and served on the staff of the Chief of Naval Operations.

The change of command ceremony is taking place at the base and is not open to the public.
