HARTFORD - Economist Nick Perna predicts that the Federal Reserve will vote next week to raise interest rates by a quarter of a point, and provides an outlook for 2016. It would be the first rate increase in seven years, and he explains why the Fed would rates now, even though there's almost no inflation. He also provides his outlook for the state economy in 2016.
