HARTFORD — Police conducted two narcotics operations Tuesday evening that resulted in a bust of a drug factory and the arrest of two people.

Police entered an apartment at 194 Westland St. and found large amounts of PCP, items to manufacture PCP, 10 ounces of dried tea/mint leaves, $3,000 in cash, grills/dryers and packaging equipment.

Larry Williams, 37, who lived in the apartment, tried to flee, but was taken into custody and charged with possession of hallucinogenic, operating a drug factory, interfering with a search warrant. Williams also was arrested on an outstanding warrant for possession of hallucinogenic, and sale of hallucinogenic.

In a separate incident also on Tuesday, police arrested Luz Rodriguez, 34, of Hartford, when she was seen getting out of a car and approaching another vehicle. Police said they found 388 bags of heroin in her possession. Police said she was  out on a $900,000 bond for a previous arrest where four firearms and 800 bags of heroin were recovered.

Rodriguez was charged with possession and sale of narcotics.
