HARTFORD — Connecticut Gov. Dannel P. Malloy is appointing an attorney in the General Assembly’s House Majority Office as the new claims commissioner, the state official whose office decides whether people can sue the state.

Christy Scott has worked for the House Democrats since 2007 advising the speaker of the House and House majority leader. She will succeed J. Paul Vance Jr., who resigned in February.

Vance had come under fire for awarding $16.8 million to four men in a wrongful murder conviction. He said his resignation had nothing to do with the criticism. Malloy originally appointed Vance in 2011.

Prior to working with the legislature, Scott served as a law clerk with the Connecticut Supreme Court. A former English teacher, she also worked at the state’s Office of the Child Advocate.
