HARTFORD -- Hartford Public School District leaders got an earful Tuesday night at a public hearing on the fiscal year 2016-2017 budget. The district is facing a $30 million budget gap, and drastic measures are being proposed.

"The board doesn't have taxing authority," said Richard Wareing, chairman of the Hartford Board of Education. "It only spends the money that the city and the state appropriate."

District leaders are proposing the elimination of 235 positions, including 100 teachers. Contract concessions, school closures and consolidations, along with equipment and supply cuts are also being proposed.

The public hearing was emotional and, at times, chaotic, when people at the microphone became combative or verbally confrontational.

"Enough is enough," said Justin McGlamery, a Hartford parent. "It's time for change. It's time for people who care about this city who are from this city to take this back."

The board will decide on a final budget by May 17.
