Hartford Police investigating possible use of excessive force during arrest following car chase

On Saturday, June 4, Hartford Police, West Hartford Police and Connecticut State Police were involved in a car chase that started in Hartford and ended in West Hartford.

The pursuit began when a Hartford officer determined a car he saw in the area of Brookfield Street had been stolen and tried to stop it. The driver sped off, but then stopped when an officer pulled him over on Affleck Street. However, the driver sped off again, hitting and injuring a detective who was standing outside. He also rammed four cruisers, injuring two other officers.

The chase ended when officers used “stop sticks” to halt the car.

Both the driver and passenger were arrested after the car came to a stop, though officers had to use a Taser to detain them. Also, according to a statement from Hartford Police, a dash cam in a West Hartford cruiser that was at the scene appears to show an officer kicking or stomping on one of the arrestees after the person was handcuffed.

A preliminary review led the department to launch an excessive force investigation the following day, Sunday, June 5.

The Connecticut State’s Attorney’s Office, State Police, Hartford Police and West Hartford Police are involved in the investigation.
