MANCHESTER–A person was arrested on Friday and is being held responsible for the death of 73-year-old Solomon Reid.

On July 15, around 12:22 a.m., police responded to a crash near the intersection of Tolland Turnpike and Oakland Street in Manchester. One car, driven by a man now identified as Epifanio Garcia, 21, was going at least 80 mph when it slammed into the back of another car driving by Reid. Reid was stopped at a red light, and the speed limit in the area is 40 mph.

Reid later died from his injuries.

Garcia had a .17 blood alcohol level and marijuana at his system at the time of the crash, police say. He broke his arm in the crash.

On Friday, October 21, Garcia turned himself in after learning of a warrant out for his arrest. He is charged with manslaughter in the second degree with a motor vehicle, driving under the influence, reckless driving, possession of less than 1/2 ounce of marijuana and possession of drug paraphernalia.

Garcia was released on a $200,000  bond and will be in court November 3.
