Police said that when he got out, they noticed a rolled-up dollar bill that contained what appeared to be heroin. Once out of the car, police said Francis let them search the car and they found glassine baggies containing heroin in his wallet.

Francis was arrested and charged with possession of narcotics, possession of drug paraphernalia and failure to wear a seatbelt. He was held on a $7,500 bail and due at Danielson Superior Court on Monday, November 14. Police said Francis is currently on probation for prior drug charges.
