NEW LONDON — The parents of a toddler who suffered abuse and near-starvation while under the care of the Connecticut Department of Children and Families say they plan to sue the agency for up to $20 million.

The Day reports that Kirsten Fauquet and John Stratzman, of New London, sent notice to the State Office of the Claims Commissioner last week. Any monetary award would be placed in an account for the child.

The child welfare agency referred questions to the state attorney general’s office, which declined comment.

The Office of the Child Advocate previously released a report stating the agency last year placed a boy in an unlicensed Groton foster home with relatives who had a history of abuse and neglect allegations, a criminal past, no employment income and suspended driver’s licenses.
