HARTFORD -- Attorney Dennis Parker, from the American Civil Liberties Union’s “Racial Justice Project," says negotiations are continuing with the state, in the hope of avoiding further court action on desegregating schools in Hartford.

He says, despite a 1996 state supreme court decision (in the Sheff vs. O’Neill case), a majority of Hartford students remain in segregated schools.
