Three full months past the end of the fiscal year and Connecticut continues to be the only state in the nation operating without a budget.

The impacts now sparking frustrations among city and town leaders across the state.

The Connecticut Conference of Municipalities urged the state to pass a budget with under their recommendations, including structural reforms, a focus on urban growth and development, and one with ability to increase to property taxes.
