HARTFORD – Negotiators for Gov. Dannel P. Malloy and the Democrat-controlled legislature have reached a tentative agreement on a new, two-year state budget that could be approved later this week, sources said.
Lawmakers have been working on the details behind closed doors on the plan that calls for spending $21.5 billion in the fiscal year that starts July 1 and about $22.3 billion in the following year.
The final details are still being worked out, but negotiators are crafting language to avoid the state’s spending cap. Malloy’s original budget plan in February broke through the spending cap, but he called for changing the definition of that cap in order to avoid surpassing state-mandated spending limits.
A source close to the Malloy administration said, “A budget deal has been reached that does not contain any new taxes.” But the source cautioned that “there are still things to be worked out.”
