Flash flooding, flooded basements and massive downpour. That was the sight across Norwich Thursday.

The area saw around 5 inches of rain.

Gene Arters, emergency management director of Norwich, said at least 30 homeowners reported basement flooding and at least 30 cars were submerged in water. Arters said there were no reports of injuries.
“The fire department participated in a swift water rescue, and they were able to get the people out of harms way,” said Arters.
The Red Cross opened up an emergency shelter at Kelly Middle School, but it was closed late Thursday because no residents came in for assistance.

“I have been bailing (water) out of my basement,” said homeowner Dan Fedeli, of Sholes Avenue. His basement had about a foot of water in it.

Sholes Avenue looked like a river Thursday. When peopled walked through the street the water was knee high.

Jeff Wilson waited out the flooding at Friendly’s on West Town Street.

“My home is on the other side of the street and I can’t make it home,” he said.

Parts of West Town Street were closed to all except emergency personnel.
