NEW BRITAIN — Monday could bring a showdown over a proposal to borrow roughly $10 million to replace outdated textbooks, repair some schools and buy new educational software and classroom computers.
A few aldermen have resisted the idea of borrowing money to pay for such day-to-day expenses, saying it’s bad fiscal policy. But Mayor Tim O’Brien and the school administration argue that a cash infusion is necessary to start catching up after years of chronic underfunding for education.
