HARTFORD — The deputy director of the public works department was charged with drunk driving after an accident that totaled a city-owned vehicle Saturday night, police said Sunday.

Rhonda Moniz-Carroll, 53, was arrested and charged with driving under the influence and failure to drive in the proper lane.

“This is an extremely serious matter, we’re gathering all the facts,” an emailed statement from Mayor Pedro Segarra’s office said. “Once in, the mayor will decide what to do.”

The head-on crash happened at about 9:30 p.m. at Farmington and Prospect avenues. Both the 2012 Ford Escape that Moniz-Carroll was driving and the other vehicle sustained extensive damage, police said.

Firefighters extricated the driver of the other car and she was taken to St. Francis Hospital for non-life threatening injuries that included an ankle injury and concussion. Moniz-Carroll, who refused medical attention, appeared to be intoxicated, and DUI enforcement officers were called to the scene to investigate, police said.

Preliminary investigation showed that Moniz-Carroll was southbound on Prospect Avenue and veered into oncoming traffic, police said.
