Man High On PCP Steals 14-Year-Old’s Bike

NEW HAVEN — A 32-year-old man high on PCP assaulted a 14-year-old and stole his red bicycle Sunday morning in New Haven.

The boy told police that he was riding his bike near his house when he saw a man running toward him. “He knew the man from the neighborhood and he knew enough to be frightened,” said Officer David Hartman, a police spokesman. The boy said the man was sweating and had an “angry face.”

The boy told Officers Stephanija Van Wilgren and Reginald Holston that the man pushed him and that he tumbled over the handlebars. The man then took his bike.

Police suspected Jamal Lockman, 32, of Valley Street, was their man and Van Wilgren asked fellow officers to keep an eye out for him. Officer Bruce Bonner radioed back immediately that he’d just had Lockman admitted to Yale-New Haven Hospital for PCP detoxification.

Van Wilgren went to the hospital and charged Lockman with risk of injury to a minor, second-degree larceny and third-degree robbery.

Police also recovered the boy’s bike on Newhall Street and returned it to him.
