An Eastern Connecticut State University professor has been arrested and charged with three counts of second-degree harassment, according to university police.
William Lugo, an associate professor of sociology and criminology and the chair of the department of sociology, anthropology and social work, turned himself in on Thursday, Deputy Chief of Police Gregory Sneed said in an email.
Lugo used university-owned information technology equipment to send emails to a non-university-related individual, the email states.
