BRISTOL — A 21-year-old local man was high on drugs and talking on his cell phone Aug. 24 when his Cadillac sedan crossed the center line on Stevens Street and struck an SUV head-on, killing a passenger and injuring three others, police said Thursday.

Elvis Caban was arrested Thursday on a variety of charges, including two counts of manslaughter, after a lengthy investigation by Bristol police. The crash occurred about 8:30 a.m. Aug. 24 on Stevens Street near Cherry Hill Drive.

Caban, of Candy Lane in Bristol, was charged with first-degree manslaughter, second-degree manslaughter with a motor vehicle, second-degree assault, operating under the influence, using a cell phone, distracted driving and failure to drive right.

He was held on $350,000 bail and is to be arraigned Thursday in Superior Court in Bristol.

Sophie White, 83, was killed in the crash and Evelyn Petosa, 85, was seriously injured. Penelope Sobolewski, 69, the driver, suffered a minor leg injury, police said. A third passenger, Maryann Spirito, 66, suffered minor injuries.
