This week’s viewer question comes from Beth of West Hartford. She writes: “I fell on a sheet of ice on the sidewalk in front of someone’s house in West Hartford. I broke my ankle. I now have a plate and screws in my ankle to hold it together. Although it was snowing at the time, it was not the snow that caused me to fall; it was the ice on the sidewalk. I noticed a black plastic drainage pipe coming out of the grass just a foot away from the sidewalk. Can they do that? Do I call the town or the homeowner to complain? What recourse do I have? It happened in 2012, can I still do something about it.”
