Capitol Report: Donovan Cleared In Campaign Finance Scandal

The Capitol Report panel reacts to the news that former House Speaker Christopher Donovan won’t be charged in the campaign finance scandal that crippled his run for Congress and sent a handful of his supporters and campaign workers to prison.
