South Windsor police arrested a Pennsylvania man on charges relating to a driveway paving job they said he performed without a contractor’s registration.

Alexander Cooper, of Willow Street, Pennsylvania was arrested Thursday and charged with making and offer of home improvement without a certificate or registration, failure to furnish buyer with a contract, failure to provide a three-day notice of cancellation, and failure to provide buyer of the right to cancel contract.

Cooper was released on a $5000.00 bond and is scheduled to appear at Manchester Superior Court on October 9.

Police said, “Cooper’s charges stem from a 2008 investigation in which he solicited a verbal agreement to pave a King Street resident’s driveway for $1300.00. He completed half of the job, and then requested an additional $2000.00 to complete the work. The investigating officer learned that Cooper completed the work without being registered/certified with the State of Connecticut. He also failed to provide the victim with a contract outlining her rights concerning the transaction. An arrest warrant was later obtained but Cooper had left the state. He was located by West Haven Police on Thursday evening and turned over to South Windsor Police and the warrant was served.”
