The Waterbury Police Department has identified and arrested the driver of the second car involved in a hit-and-run on Monday night.

Roberto Tellado, 45, of Waterbury, was identified after a surveillance video was released of his minivan fleeing the scene. Initial reports were that he was driving a silver minivan, possibly a Chrysler Town & Country or a Dodge Caravan, but his vehicle was now identified as a gray 2000 Honda Odyssey minivan. It has been located and processed for forensic evidence.

Tellado's car was the second to fatally strike Eric Delage, 18, while he was bicycling. Israel Diaz, 30, was arrested Monday night after being identified as the driver of the first car to hit Delage.

Tellado was charged with felony evading responsibility and is being held on a $200,000 bond. He'll appear in court Friday morning.

Police continue to investigate the accident in an attempt to determine why Tellado fled, and if alcohol or speed played a part in the accident. Depending on the findings of the investigation, additional charges may be filed.

Tellado is a felon who was convicted for assault after a 1989 shooting in Waterbury.
