A second arrest was made Thursday in the hit-and-run that killed a Waterbury bicyclist.

The judge set bond for Roberto Tellado, 45, who is charged with felony evading, at $500,000.

Waterbury Police believe two cars hit Eric Delage, 18, while he was on his bike on Baldwin Street Monday night.

Investigators said Israel Diaz, 20, first hit Delage and then took off, and then Tellado, who was driving in the opposite direction, ran over Delage.

According to the arrest warrant, Tellado told cops that he thought he hit a large bump that night, but admitted after seeing the news the next day he realized that bump was likely Delage, yet he still didn't go to police.  Meanwhile, a tipster claimed she overheard people talking about cleaning Tellado's mini-van with bleach, according to the warrant.

"He would never hit a kid with a car, he's a great man, he's really good, we're sorry to the kid that died," Mariah Tellado, the suspect's daughter, said while crying outside court.

Tellado is due back in court Nov. 12.

Family said a memorial service for Eric Delage will be held Thursday night at Community Tabernacle Outreach Center.  His funeral is Friday at Bergin Funeral Home.
