NEW HAVEN – Police arrested two occupants of a car that rear-ended a vehicle carrying New Haven detectives on multiple charges Sunday.

Police said Detectives Shayna Kendall and Lucile Roach were rear-ended while driving a department vehicle on Chapel Street near High Street. Victor Santiago, 58, of West Haven, and his passenger, Tina Deleeuw 60, of New Haven were arrested after police found beer cans in the vehicle and Santiago failed a field sobriety test. Police also found a crack pipe and Oxycodone on him. Deleeuw owned the vehicle but it was unregistered and uninsured.

Santiago was arrested and charged traveling too fast for road conditions, drinking and driving, operating an unregistered vehicle, operating an uninsured vehicle, operating a vehicle under the influence of alcohol or drugs, possession of narcotics, possession of drug paraphernalia, failure to keep narcotics in a proper container, criminal possession of a pistol and illegal possession of a weapon in a motor vehicle.

Police said they went to transport Deleeuw home because she had a cast on her arm when a gun, a Davis Industries P380, fell out of the cast. Police said the gun was untraceable, and Deleeuw did not have a pistol permit. When the Officer asked where she’d gotten the gun, she replied, “It’s not mine… I didn’t know it was in there.” Deleeuw said the gun probably belonged to Santiago. Deleeuw was charged with weapons crimes.
