STAFFORD — School records show that a Stafford Elementary School teacher accused of sexual assault was counseled nearly 13 years ago about his conduct after a student complained.

The Journal Inquirer reports in a memo it obtained in an open records request the school principal said a third-grader told school officials in September 2002 she felt very embarrassed and uncomfortable with the teacher, Todd Kelliher.

The memo said the youngster told Kelliher she did not want to be touched or sit on his knee.

According to the memo, the principal advised Kelliher to avoid physical contact and presented an “action plan.”

Kelliher was arrested March 16 and charged with fourth-degree sexual assault, disorderly conduct and risk of injury to a child.

His lawyer said the accusations were hearsay, innuendo and uncorroborated.
