STAMFORD – A couple were arrested Wednesday and charged with scamming a pair of elderly women out of over $40,000.

The two suspects, Tommy Miller,  44 and his wife, Bobbie White, 44, both of Elizabeth Avenue in East Haven, were arrested and charged with two counts of second-degree larceny, two counts of second-degree conspiracy at larceny and two counts of impersonating a licensed home improvement contractor.

The suspects are accused, on two different occasions, to have befriended elderly women who they met at the Newfield Shopping Center in June of 2014.  The suspects convinced the two victims that they would be willing and able to perform general home and car repairs for them.

After completing the repairs it was found that the work was less than adequate and posed a danger to the homeowner due to its substandard quality.  One victim was charged $38,000 and the other $2,200

Both suspects described themselves as “gypsies” and unlicensed home improvement contractors who are in business with their sons.

The arrest came after an eight-month intensive investigation mainly due to the pair’s itinerant lifestyle.  The process of identifying the two proved to be daunting task since the suspects had no formal identification, had never held a typical job, held no driver’s licenses and moved about on a regular basis, according to police.

Both suspects are each being held on a $43,100 bail and will be arraigned Thursday.
