HARTFORD -  Half of Connecticut’s public school students are ethnic minorities but teachers of color make up only 8 percent of the state’s teaching pool -- and 12 percent of the leadership ranks. In the state, 127 districts have no  administrators of color on staff. How can the state better groom, recruit and retain minority teachers?
