HARTFORD — A man accused of fatally shooting a 34-year-old man on July 18 on Elliot Street appeared in court Tuesday.

Police say Raphael Concepcion, 34,  killed Johnathan Whaley. It was Hartford’s 18th homicide of 2015. Another man was grazed by a bullet and survived.

Concepcion’s bond was set at $3 Million. He is scheduled to appear in court on September 1st.

Police say Concepcion is a felon and has previously been arrested 17 times.

Earlier Tuesday morning, another man was shot and killed in the city’s 21st homicide of the year.
