SHELTON – Police arrested a man earlier today,  after a jogger saw him on public trails with no pants on and his genitals exposed.

The jogger told police he saw the man on the Shelton Trails in the area of Shelton Ave on May 10. When the man spotted the jogger, he gestured at him then ran off in the woods.

Shelton police officers found 52-year-old Richard Hammond, of Stratford, on the trails and upon investigation determined he was the man the jogger saw with no pants.

Hammond was arrested and charged with second degree breach of peace and public indecency. He was released and is scheduled to appear in Derby Superior Court on Oct. 19.

He is a registered sex offender and has been since 1998.
