WEST HARTFORD--Emanuel Synagogue vows to continue its welcoming culture despite a scare over the weekend.

Members of the synagogue confirmed to FOX 61 that two women dressed in robes and head scarves showed up towards the end of Saturday services carrying bags and strangely went to the front of the sanctuary.

When asked why they were visiting and where they were from, the women gave conflicting answers and then left.

The following night the same women were spotted at the "Fire and Ice" menorah lighting in Blue Back Square.

A member of the synagogue said he believes the women's visit was to purposely scare the Jewish congregation.

"Was that a strategy to test security to see what the response would be?" Patrick Chagnon of Blueline Security Consulting Group said.  "The strategy should be...how do we want to manage visitors from this point forward?"

West Hartford Police said although the women's behavior was unusual, it appears they haven't broken any laws.
