WATERBURY – Police said a 74-year-old man threatened to “shoot the place up” when he got upset over an emissions issue with his vehicle at the Department of Motor Vehicles in Waterbury.

James Durand reportedly made the threat at the DMV located at 2210 Thomaston Avenue just after 8:30 a.m. Wednesday.

Police found Durand outside the DMV when they arrived. He was with an employee and said he appeared calm, police said. He was unarmed.

Several eyewitnesses said they heard the remarks by Durand and felt threatened,” according to police.

Durand was charged with conspiracy to commit breach of peace and conspiracy to commit threatening.

He was released on $20,000 bail. He is expected to appear in Waterbury Superior Court on Dec. 18
