NORWICH–A proposal in Norwich for the city to join the White House initiative focused on welcoming immigrants failed at a City Council meeting on Monday.

The “Building Welcoming Communities Campaign” is an effort to improve local relations and services for immigrants and refugees. The campaign raises awareness about the rights, responsibilities and importance of citizenship and the naturalization process.

So far, 48 cities and towns across the country have joined the campaign. Norwich would have been the first in Connecticut if the measure passed, but it didn’t.
