Hartford man arrested for operating drug factory, possession of heroin, crack

WINDSOR–The Regional Community Enhancement Task Force, Drug Enforcement Administration, Windsor Police Department and Hartford Police Department jointly completed an investigation into the sale of heroin and made an arrest on Wednesday.

Jeffrey Jean-Philippe, 23, of Hartford, was arrested in Windsor. He’s been charged with operating a drug factory, possession of crack cocaine with intent to sell, possession of heroin with intent to sell and possession of a controlled substance.

When police arrested Jean-Philippe, he had about 670 bags of heroin pre-packaged for sale, 12 grams of crack cocaine, $2,000 in cash and alprazolam (generic form of Xanax) pills. Police also seized a Mercedes Benz.

Police then searched a home in Windsor which was believed to be Jean-Philippe’s stash house, and inside found a full drug factory operation. When they arrived they saw heroin being processed and packaged. An additional seizure of 70 grams of suspected uncut heroin, crack cocaine , scales and other packaging materials were seized.

The estimated street value of all drugs seized was $60,000.

Jean-Philippe was released on a $250,000 bond and is due in court May 10.
