HARTFORD — Democratic Gov. Dannel P. Malloy says he believes state lawmakers will eventually pass his latest criminal justice reform bill that expands juvenile court jurisdiction to young adults.

The Senate did not take up the bill during the special legislative session Thursday, deciding to let the House of Representatives debate the bill first. The House is meeting Friday.

Malloy said he believes the Senate had the votes, but “hours were getting late, nerves were getting frayed” and they decided to put it off. The Senate will return at a later date to vote on the bill if it passes in the House.

Among other things, the bill gives the juvenile court system jurisdiction over defendants 20 years and younger by 2019. It also bars surety bonds for defendants facing misdemeanors.
