TORRINGTON–Police arrested two people on Tuesday after witnessing what appeared to be a drug transaction.

Around 6 p.m. members of the Torrington Narcotics Unit saw a hand-to-hand transaction in a car parked at Cumberland Farms on East Main Street in Torrington.

During the investigation, police found that Jolie Cooper, 56, of Torrington, whose care the pair were sitting in, had 95 wax packets with a brown powder in them. The substance was later determined to be heroin. She also had miscellaneous pill bottles and money.

Joshua Lamonte, 32, of Burlington, was found with 5 wax packets of the heroin. When police searched Lamonte’s nearby car they also found a “substantial” amount of marijuana, a scale, loose straws and a smoking pipe.

Cooper is charged with sale of heroin, possession with intent to sell heroin, possession within a school zone and possession of a controlled substance. She was released on $5,000 bond.

Lamonte was charged with possession of heroin, possession of narcotic paraphernalia, possession of a controlled substance (marijuana) and marijuana paraphernalia. He was released on $500 bond.
