HARTFORD -- Homeowners, by the thousands, in Northeastern Connecticut, dealing with crumbling foundations due to tainted concrete.  So far, insurance companies have denied coverage for the necessary repairs, and help from the government (state and federal) has no yet materialized.  How are they coping?
