HARTFORD — Hartford police are investigating an early morning homicide that left a woman dead on New Years Day.

Around 3:47 a.m, an officer patrolling an area around Park Street and Broad Street noticed a group of people around two parked cars, police said. The officer witnessed a man pull out a gun and shoot into the driver’s window.

The officer ordered the man to drop his weapon but the man did not listen and got into a nearby parked car. The officer asked the man to get out of the car, which he did, before running away down Park Street.  The officer chased the man and arrested him.

Police said, the victim, Luz Rosado, 28, was found shot in the chest. She was taken to Hartford Hospital and pronounced dead at 4:20 a.m.

Police identified the suspect as Ulises Robles, 30, of West Hartford. He is a convicted felon and has multiple arrests in Hartford, police said.

Robles is charged with murder, criminal possession of a firearm, and unlawful discharge of a firearm.

He will be back in Hartford superior court on January 17.  He’s being held on a $1 million bond.

As of now, the shooting does not seem domestic related, police said.

New Year’s Eve/Day has proven violent in Hartford’s past, including last year with a New Year’s Even/Day homicide, said Deputy Chief Brian Foley.  However, 2016 had Hartford at an all time low in homicides, totaling 14.
