HARTFORD -- An arrest warrant for former Wethersfield principal, John Bean who is accused of voyeurism, outlines 160 instances of videos he took on his school issued phone that show girls being "upskirted."
In September 2016, Bean, 46, a father of two, was charged with interfering with police and breach of peace after a store security worker and a police officer approached him in a Hartford Walmart. They suspected he was following girls at the time.
"Bean appeared to be following children (6-8 year old girls) particularly when they were apart from their parent and attempting to raise his phone and point it at them in an inconspicuous manner," the warrant states.
"Very disturbed, I’m livid, I mean that’s disgusting," parent Kristy Michaud said.
Michaud's three children go to Highcrest Elementary School, where Bean was principal the time of his arrest.
"He was always a very friendly, outgoing person, never something I would have thought to hear about him," she said. "It's very disturbing that we have this man who’s surrounded by children and he’s doing this."
In a letter sent home to parents, Weathersfield Superintendent of Schools Michael Emmett stated Bean was placed on administrative leave after his first arrest in September, never returned to work following his leave, and resigned from his employment October 31, 2016.
In October 2016, police seized Bean's work computer, owned by the Wethersfield School District. A third party company began an immediate forensics examination on the computer. Police said they found 14 video files that showed children being taped at different shopping locations.
Officers said one of the videos showed him attempting to place the camera in between the legs of a child which appeared to be between the ages of 7 and 10 years old in order to obtain an "upskirt" video.
In January, police were able to search Bean's iPhone. The warrant says that investigation revealed 160 videos of "voyeuristic nature." The videos were recorded at Walmart, Staples, Primark, Marshals, Five Below and Disney World, police said. Police also found more "upskirt" video files.
"If he’s taking them outside the school I want to know what's going on inside of the school," Michaud said.
"To date, the law enforcement authorities investigating this matter have not advised us of any misconduct occurring on school grounds or involving any of our students." Superintendent Emmet wrote in a letter Monday. "The district remains focused on providing your children with a high quality education in a safe and comfortable environment."
Police executed a search warrant for Bean's shoes to make sure he is in fact, the person who recorded the videos.
According to the arrest warrant, Bean was hospitalized for most of the time after his arrest.
Monday, he turned himself into police to face Voyeurism and Risk of Injury to a Minor charges.
Bean was released on bail and is due in court on March 21.
