HARTFORD -- Exclusive video obtained by FOX61 shows the terrifying moments as a 14-year-old boy holds on for his life.

“The kid is stuck. He can’t get out,” can be heard over the video.

The rapid current rushes through the culvert as the onlooker taking the video tries to help. All this occurring after heavy rains created flash flooding conditions in Hartford.

Another onlooker who knew the teenager said the boy was at a camp being held in Pope Park in Hartford. He wandered away to the area behind the basketball courts with his younger sister. Somehow he got down to the Hog River and was swept away.

"There’s no telling. The situation could be totally fine and with a moment’s notice that could drastically change," said Hartford Fire Chief Reginald Freeman.

One person at the scene said the boy was there for over 15 minutes. When police and firefighters arrived, they devised a plan using flotation devices and ropes to help rescue the boy safely.

"He was mobile when we got him out," said Chief Freeman. "With assistance he was able to walk up the embankment which is a great sign."

Chief Freeman credits his team’s training and experience for helping keep the situation under control. He advises the public to stay away from rushing water because currents can be stronger than they seem.

"After heavy rains like we just experienced after this brief storm be sure to stay away from anything else such as this behind me," said Chief Freeman.

The teenager walked away from the scene. The extent of his injuries are unknown.
